Why a Russian card doesn't go through at OpenAI
OpenAI doesn't accept cards from Russian banks: the international card networks don't process their payments abroad, so billing rejects them before any charge. With cards from other countries it's subtler — the payment may go out, but the service's anti-fraud compares the bank's country, the billing address and where you sign in from, and declines when they disagree too much.

The card handles payment, not access. If a service is unavailable in your region, that's the service's own restriction — the card doesn't lift it.
Step by step: ChatGPT Plus and the OpenAI API
The logic is the same for the subscription and the API: the card must hold the payment amount plus a small buffer, and your details must look consistent. The whole thing takes about ten minutes, of which issuing the card is a couple.

- Move the subscription amount plus a couple of dollars onto the card: the service may run a verification hold, which fails on an empty card. Here's how to top up an issued card.
- ChatGPT Plus: open subscription settings in ChatGPT → Upgrade, enter the number, expiry and CVC. API: on the OpenAI platform go to Billing, add the card as a payment method and buy credits.
- Enter a billing address in Latin letters, in the card's issuing country. You'll find the issuing country on the card page in the app.

Common errors and how to fix them
Most declines at OpenAI come down to three or four causes, and nearly all of them take a minute to fix. Go through them in order before issuing a new card.
- “Your card was declined” right after entering details — usually not enough money for the verification hold. Top up with a buffer and retry.
- Address-related decline — the billing country doesn't match the card's issuing country. Fix the address and use the name exactly as shown in the card details.
- The payment hangs and gets cancelled — 3D Secure wasn't approved. Open the app before you start paying so the request isn't missed.
- The subscription didn't renew a month later — the card was empty on the billing date. Services usually retry, but topping up in advance is safer.
- A decline with no clear reason after all checks — anti-fraud didn't accept the bank's country. Try the US Mastercard and message us: we'll look up the transaction by time and amount.

Which card to pick: comparing the options
AI services don't need the most expensive card — what matters is that it reliably goes through online. Libermall Card has three suitable options; they differ in the bank's country and whether you can pay by phone.
- Regular online card — no verification, USD, for paying online. The cheapest start, and usually enough for ChatGPT.

Tips for payments that go through every time
Keep one card for AI services and don't use it for random purchases — it's easier to track charges and see what each service costs. With several subscriptions, separate cards for Claude and Midjourney are handy.
Pay in dollars. The OpenAI API bills in USD, and so does ChatGPT in many regions, so a USD card pays with no conversion. If you subscribe through an app store on your phone, the amount may be in another currency and follows Apple's or Google's rules — there's a separate page, Card for Apple ID.
